A Citizens' Charter (പൗരാവകാശ രേഖ) is a document that represents a systematic effort by a government department or public organization to focus on its commitment toward its citizens. It explicitly states what services are available, the quality standards to expect, timelines for service delivery, and how to seek a remedy if things go wrong.
Essentially, it turns a citizen from a passive receiver of government services into an active customer with recognized rights.

A comprehensive charter must include these six pillars:
- Vision and Mission Statements: The core purpose and long-term objective of the organization.
- Details of Business Transacted: Clear explanations of what the department actually does.
- Details of Citizens/Clients: Who the services are meant for.
- Statement of Services Provided: A transparent list of available services, along with necessary documents, fees, and processing times.
- Grievance Redressal Mechanism: A clear path explaining how and to whom a citizen can complain if a service is delayed or denied.
- Expectations from Citizens: What the department expects from the public (e.g., filling forms correctly, providing genuine documents, meeting deadlines)
