Steering Committee

Steering Committee

In the Local Self-Government system of Kerala, the Steering Committee (or Control Committee) is a crucial body that plays a decisive role in the day-to-day administration and decision-making of a Grama Panchayat.

The primary objective of this committee is to coordinate the activities of various Standing Committees within the Grama Panchayat and ensure the smooth functioning of the administrative system.

The structure and key responsibilities of the Steering Committee are as follows:

1. Structure of the Committee

This committee consists of the most key elected representatives of the Panchayat:

  • Chairman: The President of the Grama Panchayat serves as the Chairman of this committee.
  • Members: The Vice President of the Grama Panchayat and the Chairpersons of various Standing Committees (such as Finance/Development, Welfare, and Health & Education) are its members.
  • Secretary: The Panchayat Secretary attends the meetings of this committee and records the decisions made.

2. Key Responsibilities

  • Coordination: Coordinating the projects and proposals prepared by different Standing Committees to ensure they do not conflict with one another.
  • Agenda Preparation: Reviewing and determining the key topics and agendas in advance to be discussed in the general meeting of the Grama Panchayat Governing Body (Panchayat Committee).
  • Emergency Decisions: Taking temporary decisions during emergency situations when a full general meeting of the Panchayat Committee cannot be convened (these decisions must subsequently be ratified by the general meeting).
  • Dispute Resolution: Discussing and resolving administrative disputes and ambiguities that arise between different committees or officials.
